Pinellas County Household Hazardous Waste Sites Do Not Accept Business Waste

Pinellas County operates two free drop-off sites for hazardous household products, and the eligibility rule is explicit. Per Pinellas County Household Hazardous Waste Collection, service is free to Pinellas County households, and businesses are not eligible. The two locations are:

  • HHW North Collection Center29582 U.S. 19 N., Clearwater, select Saturdays, 9 a.m. to 2 p.m.

If your business has paint, solvents, cleaning chemicals, pesticides, or used oil to get rid of, you need a commercial hazardous waste vendor, not the county site and not our truck.

Your RCRA Generator Category Determines Your Obligations

Under the federal Resource Conservation and Recovery Act, any business that produces hazardous waste is a generator, and EPA sorts generators into three categories based on how much you produce in a calendar month:

  • Very Small Quantity Generator (VSQG)100 kilograms or less per month of hazardous waste, or 1 kilogram or less per month of acutely hazardous waste. A VSQG must identify all hazardous waste generated, may never accumulate more than 1,000 kilograms on site at one time, and must deliver the waste to a facility authorized to manage it. See 40 CFR 262.14.
  • Small Quantity Generator (SQG)more than 100 but less than 1,000 kilograms per month. An SQG may accumulate on site for 180 days without a permit (270 days if shipping more than 200 miles), must never exceed 6,000 kilograms on site, and must comply with hazardous waste manifest requirements at 40 CFR part 262 subpart B.
  • Large Quantity Generator (LQG)1,000 kilograms or more per month, with the fullest set of requirements.

One hundred kilograms is only about 220 pounds — roughly half a 55-gallon drum. A small auto shop, print shop, salon, or dental office can cross that line faster than owners expect. EPA also notes that most states run their own authorized RCRA program and state categories can differ from the federal ones, so verify Florida’s requirements with the Florida Department of Environmental Protection.

Universal Waste: The Five Streams Every Business Has

EPA created a streamlined track called universal waste for hazardous wastes that almost every establishment generates. Per EPA’s universal waste program, the federal rules live at 40 CFR part 273 and cover exactly five types:

  1. Batteries
  2. Pesticides
  3. Mercury-containing equipment (thermostats, switches, gauges)
  4. Lamps (fluorescent tubes, HID, CFL)
  5. Aerosol cans

Handlers are classified by accumulation: a small quantity handler accumulates less than 5,000 kilograms of universal waste, and a large quantity handler accumulates 5,000 kilograms or more. The practical benefit is real — universal waste may generally be stored for up to one year and does not require a hazardous waste manifest or a hazardous waste transporter. That is why we ask you to pull the fluorescent tubes and exit-sign batteries out of an office ceiling before we haul the ceiling grid: they belong in the universal waste stream, not in our truck.

Refrigeration: Section 608 Applies to Your Walk-In and Your Rooftop Unit

Commercial refrigeration is the most commonly mishandled item in a business cleanout. Section 608 of the Clean Air Act, codified at 40 CFR Part 82, Subpart F, establishes the National Recycling and Emission Reduction Program and prohibits intentionally venting ozone-depleting refrigerants and their substitutes, including HFCs, while maintaining, servicing, repairing, or disposing of air conditioning and refrigeration equipment. In plain terms: a walk-in cooler, reach-in, ice machine, wine fridge, rooftop package unit, or split system cannot simply be cut up and thrown away. Electronics and Records: Two Streams That Need Their Own Vendor

Business electronics carry both an environmental and a data obligation. Servers, workstations, copiers, and network appliances hold storage media, and a hard drive that leaves your building intact is a liability. Our practice is simple: you remove or destroy the drives, or you engage a certified destruction vendor, before we take the chassis. The hardware itself goes to electronics recycling. Paper records follow the same logic — shred first through a certified vendor, then we haul the empty boxes and the cardboard.

Commercial Renovation and Demolition: The Pinellas County Asbestos Notification You Cannot Skip

If your commercial junk removal project involves tearing anything out of an older building, this is the compliance step that stops projects cold. Pinellas County administers the federal Asbestos NESHAP program locally through its Environmental Management Division, and the requirements are specific.

A Written Asbestos Survey Comes First

Per Pinellas County Asbestos Notification Requirements, you must receive a written asbestos survey report from a state-licensed asbestos consultant before submitting the notification. If asbestos is found, it must be removed before renovation or demolition begins — not during, not after.

Every Demolition Requires 10 Working Days Notice, Even With No Asbestos

This is the rule most people miss. All demolition projects require a demolition notification at least 10 working days — two calendar weeks — before demolition begins, even if no asbestos is found. The written asbestos survey has to be submitted along with the demolition notice. There is no exemption for a clean survey.

Asbestos Removal Thresholds That Trigger Notification

Separate from demolition, an asbestos removal project requires notification at least 10 working days in advance when the total amount of regulated asbestos-containing material (RACM) reaches any of these:

  • 160 square feet or more on facility components
  • 260 linear feet or more on pipes
  • 35 cubic feet (cubic feet, not yards) where the debris cannot otherwise be measured

The county also notes that separate notifications and separate fees are required for a renovation and a demolition at the same facility. Two phases means two filings.

Who Is Legally Responsible for Notifying

The responsibility is deliberately broad. Per the county, any person who owns, leases, operates, controls, or supervises the facility being demolished or renovated, or any person who owns, leases, operates, controls, or supervises the demolition or renovation operation, or both, are responsible to notify. The county states the responsible party is not limited to owners, consultants, contractors, and subcontractors, and that consultants are included when performing surveys, supervising operations, or providing written notification.

Read that carefully if you are a tenant doing a build-out: “leases” and “controls” put you inside the group of responsible parties. Assuming the landlord or the GC handled it is not a defense.

How Notifications Are Submitted

Pinellas County prefers submissions through its Citizen Access Portal, where you create an account, upload the survey and supporting documents, make revisions, and pay the applicable fee in one place. PDF and paper forms may also be hand delivered, mailed, or emailed, but all required documents and fees must be included at the same time. Materials That Should Make You Stop and Order a Survey

In Pinellas commercial inventory built before the 1990s, we most often encounter suspect materials in these forms:

  • 9×9 inch floor tile and the black mastic under it
  • Sheet vinyl flooring with a felt backing
  • Pipe insulation and boiler or duct wrap
  • Sprayed or troweled acoustic ceiling texture
